(a) General rule.--Except with respect to the time specified for the publication of notice, the publication by the Commonwealth government of any notice in the manner provided by this part shall constitute full compliance with law notwithstanding any inconsistent provision of any statute. (b) Additional notice if not prohibited.--Nothing in this part shall prohibit the Commonwealth government from giving notice in such manner, or if notice has been given in the manner prescribed by this part, in such supplemental manner, as is not inconsistent with regulations promulgated by the joint committee with respect to Commonwealth agencies.
