(a) Appropriation and administrative costs.--The General Assembly shall appropriate funds to pay full-time and part-time Military Family Education Program grants under this subchapter. A portion of the funds appropriated may be used to pay the costs of the administration of this subchapter. (b) Limitation.--Administrative costs for the fiscal year in which the Military Family Education Program is enacted, and each fiscal year thereafter, shall not exceed 3.5% of the total amount of funds appropriated. (c) Initial use of funds.--Initial funding for the first 12-month period from the effective date of this subchapter may be used for administration and development of technological support applications.
