The following words and phrases when used in this chapter shall have the meanings given to them in this section unless the context clearly indicates otherwise: 'County.' A county of the second class. 'Limousine service.' Local nonscheduled common carrier service for passengers rendered in luxury-type vehicles for compensation on an exclusive basis that is arranged in advance.
