(a) Registry.--The commission shall, by March 1, 2009, establish a registry of approved persons qualified to provide conservation services to all classes of customers. In order to be included in the registry, a conservation service provider must meet experience and other qualifications determined by the commission. (b) Application.--The commission shall develop an application for registration under subsection (a) and may charge a reasonable registration fee.
