Section 7911 - Motorcycle safety education program

(a) General rule.--The department shall establish a motorcycle safety education program throughout this Commonwealth. It shall approve and conduct an annual review of course material for authorized schools. It shall certify all instructors and shall include a uniform curriculum for the course of instruction and training requirements for instructors. The department shall be responsible for certifying schools to conduct approved motorcycle safety courses and shall adopt such necessary rules and regulations to govern the administration of motorcycle education within this Commonwealth. (b) Exemption from liability.--The owner of land who authorizes his property to be used for the purposes of an approved motorcycle safety education program as provided in subsection (a) shall not be held civilly liable for any injury or death to persons or damage to property that may occur during the course of instruction or training, except for willful or malicious failure to warn against a dangerous condition, use, structure or activity.
