(a) Required coverage.--An authorized entity shall maintain an insurance policy that includes general liability coverage of not less than $100,000 per incident for damages arising from the operation of the personal delivery device. (b) Sovereign immunity and governmental immunity.--Commonwealth agencies and municipalities shall have no duty to make streets, highways or real estate safe for use by personal delivery devices. Commonwealth agencies and municipalities shall be immune from suit by authorized entities and owners of cargo and other items carried on or within a personal delivery device for property damages.
