The following words and phrases when used in this chapter shall have the meanings given to them in this section unless the context clearly indicates otherwise: 'Personal notice.' The term shall mean and include notice upon the owner of a property either by personal service upon the owner or by certified mail to the owner at the owner's last known address or where service, after a reasonable attempt, shall not have been successfully made by either of these two methods, then by leaving notice at or upon the property.
