Section 2423 - Powers of appraisers

(a) Powers.--The appraisers shall have the following powers: (1) To access the books and records of the person, firm or corporation owning the water system to inform themselves as to the income and value of the water system. (2) To administer oaths and to take the testimony of witnesses. (b) Report.--The report of the appraisers shall be final unless the report is appealed.
