Nothing under this chapter shall be construed as affecting any of the following: (1) The powers and duties of the court of common pleas or the county board of elections. (2) Restrictions on alteration of election districts as provided under Article V of the act of June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania Election Code.
