The Division shall change or withdraw the assistance whenever it may be determined that the circumstances of a case have altered sufficiently to warrant the change or total withdrawal of such assistance. If during the time he is receiving public assistance, the beneficiary thereof receives income or acquires resources in excess of the amount previously corroborated by the Division, he shall notify the Division immediately.
