Any applicant or recipient aggrieved because of the Division’s decision in his/her case, or the delay in making a decision, shall be entitled to request a reconsideration of his/her case by the Division in the manner prescribed by the latter, and shall be heard and afforded an opportunity for a fair hearing by the Division.
