It shall be the duty of the Board to promote the development of the programs and objectives of the Division of Public Welfare and its plans for the furtherance and utilization of all available resources for the adoption of adequate public welfare measures, and to participate in interpreting the programs and objectives of the Division to the people of Puerto Rico.
