The Secretary of the Family is hereby authorized to regulate the manner of disposing of the products obtained as a result of the apprenticeship and social treatment program in institutions for minors and for the blind under its jurisdiction. The products may be used by the institutions of said department or may be sold to other departments and agencies of the Commonwealth or to private establishments or persons.
