A special fund to be known as the Apprenticeship and Social Treatment Project Fund of Institutions for Minors of the Department of the Family is hereby created in the books of the Secretary of the Treasury. Into said fund there shall be covered the items appropriated to carry out these projects and the money obtained from the sale of the products obtained in the said programs. The funds so covered shall be used for the development of the apprenticeship and social treatment projects in the institutions for minors and for the blind and to compensate the inmates who participate from the proceeds of the products.
