The provisions of Act June 29, 1954, No. 96, known as the Procurement and Service Act, shall not be applied to purchases that will have to be made for the operation of the Assistant Secretary Office of Public Welfare; Provided, That the Secretary of the Family shall establish the proceedings to regulate such purchases.
