The personnel transferred to the Assistant Secretary, Office of Public Welfare who, at present, is included in the Exempt Service administered by the Office of Personnel of the Commonwealth, shall retain all the rights acquired by them at the time of making the transfer under the laws and regulations of personnel, as well as their rights, privileges, obligations and status with respect to any existing system or systems of pension, retirement or savings act.
