Any person who makes a statement or furnishes any information on any material fact knowing that it is false; or who knowingly conceals any material fact for the purpose of influencing the action of the Department of the Family in any way in relation with its responsibilities pursuant to the Federal Food Stamp Act, No. 88-525 of August 31, 1964, as subsequently amended, with respect to the eligibility determination and/or certification to participate in said Program; or who through such statements or false information or concealment comes into possession of any stamp shall be guilty of a felony and, upon conviction, shall be punished by imprisonment for a term of not more than five (5) years nor less than one (1) year, or a fine of not more than five thousand dollars ($5,000), nor less than one thousand dollars ($1,000), or both penalties at the discretion of the court.
