Every department, agency and public corporation or instrumentality of the Government of Puerto Rico shall be under the obligation to set aside within its facilities or at a reasonable distance therefrom, a suitably fitted out area to be operated as a day care center to be devoted to the care of pre-school age children; Provided, That these centers shall be exclusively available to the officials and employees of said public entities.
