The Director of the Department, his/her secretary or highest ranking executive officer of the corresponding agency, public corporation or instrumentality, is hereby empowered to adopt those rules and regulations deemed pertinent and necessary to achieve the proper planning, direction and supervision of the centers created by this chapter, provided said regulations are compatible with those already adopted for similar purposes by the Department of the Family or the Department of Education, as the case may be.
