The Director of the Department, the Secretary or the highest ranking executive of the corresponding agency, public corporation or instrumentality to execute contracts and establish consortiums with other government agencies as well as with private entities that provide day care services, provided said contracts are compatible with what is established in this chapter, as well as in the Commonwealth and federal regulations in effect for similar programs.
