The Department shall foster the development and improvement of government programs and activities, as well as those of other private and privatized entities, community groups and nongovernmental organizations, so that they may share responsibility for preventing and attending abuse situations. It shall also coordinate existing programs and carry out, support, and promote the development of demonstration and research projects.
