Any person in charge of a foster home or who has a minor in his/her care for a period greater than six (6) months, and any adopting party who has executed a placement agreement concerning such minor, may be heard, in the discretion of the court, in any proceeding for the protection of a minor who lives or has lived in the home of the former, so that the former may contribute evidence on the physical, emotional, mental or sexual state of the minor while in their care, but the former shall not be deemed to be a party thereto. The court shall make a determination with regard to the request, taking into account the best interests of the minor.
