Any deliberate violation of an order issued pursuant to §§ 449–449b of this title on institutional abuse or institutional neglect, shall be punishable as a misdemeanor. The court may impose a fine for each violation that shall not exceed five thousand dollars ($5,000), as well as the penalty of restitution.
