The Department shall be responsible for drafting the guidelines and requirements that shall govern the diversion programs mentioned in this chapter. The Department shall promote the creation of these programs by public, private, and community entities pursuant to the requirements established in these guidelines. Beneficiaries of the program shall be bound to pay the cost of the services received as part of the same.The Department shall have ninety (90) days from the date of approval of this act to draft the guidelines referred to in this section.
