Any person who fails to comply with the provisions of this chapter shall be guilty of a fourth-degree felony and shall be punished by imprisonment ranging from six (6) months and one (1) day to three (3) years or by a fine not to exceed five thousand dollars ($5,000) or both penalties at the discretion of the court.
