The Families and Children Administration of the Department of the Family, when acting as sending agency, shall be financially liable for the support and maintenance expenses of the child while the latter remains in the receiving state. When the Families and Children Administration acts as intermediary for the placement of children under the custody of another public agency, that other agency shall be financially liable for the support and maintenance expenses of the child while the latter remains in the receiving state.
