The Administrator shall be responsible for performing the necessary coordinating actions between the Administration and the Departments of Justice, Health, Education, Recreation and Sports, as with the Administration of Mental Health and Addiction Services, to fulfill the public policy and the objectives of this chapter and of any other acts that might apply in the shortest time possible. He may also request and obtain the cooperation of other government agencies, including public corporations and municipalities.The departments, agencies, public corporations and municipalities are hereby authorized to give whatever assistance and collaboration is necessary to achieve compliance with the objectives of this chapter.The Governor shall issue such executive orders and constitute such working groups or committees, composed of government officials and employees or private citizens, that will expedite and facilitate these interagency collaboration agreements.It is hereby provided that the Humacao Juvenile Home shall be used to shelter orphan or unfortunate children who have not been classified as transgressors of the law.
