The 'Youth Lodging and Integrated Services Program', hereinafter the 'Program', is hereby created, attached to the Juvenile Institutions Administration and the Integrated Services Council, to be constituted by five (5) members appointed by the Administrator of the aforementioned agency, and who shall also have the ministerial duty to hold at least two (2) monthly meetings. The implementation of this program, as well as the non-extension of the custody assumed by the Juvenile Institutions Administration due to the offense committed by the minor shall not mean that the minor continues to be held as an offender.
