Any minor who is eighteen (18) years-old and has committed an offense under §§ 2201 et seq. of Title 34, known as the 'Minor’s Act of Puerto Rico', shall be eligible to participate in the pilot program established hereunder, except those minors who are being prosecuted as adults.
