The Public Housing Department is hereby authorized to establish a pilot project in currently existing public housing projects in which the most need for these services is identified. The Department of the Family shall join these efforts for the establishment of the proper norms and procedures to govern these services. Likewise, the Public Housing Administration shall establish the mechanisms to be adopted by the administrator agents of public housing projects for the development of these services and to promote the microentrepreneurial organization of these services of which the residents themselves shall be in charge of [sic].
