As from July 1, 2004, in all new construction of public housing complexes where public funds are used, whether state and/or federal, an area shall be designated within the physical premises for a day care center for preschool children, as long as there is strict compliance with the applicable federal regulations enacted by the federal department of Housing and Urban Development, known by its English acronym HUD.
