When a child affected by delayed development problems or a child who has been medically diagnosed as being highly prone to being affected by delayed development problems is identified at any day-care center for children from the special communities, said child, with the consent of the parents, shall be referred to the Puerto Rico Early Intervention Services System within a period of not more than two (2) working days, and to those effects it shall be determined whether the child meets the eligibility requirements, and for those that do an Individualized Family Services Plan (PISF, Spanish acronym) shall be developed in conjunction with his/her family, pursuant to the provisions of §§ 1351–1359 of Title 18, known as the 'Integral Educational Services for Disabled Persons Act.'
