The agencies mentioned in this chapter shall draft regulations subject to the Uniform Administrative Procedures Act, §§ 2101 et seq. of Title 3, that shall establish the standards and operating parameters of this program and be consistent with all laws and regulations of the Commonwealth of Puerto Rico and the Government of the United States of America.
