The educational work in the Commonwealth homes for children shall continue under the supervision of the Secretary of Education of Puerto Rico, and all the teachers employed shall hold teaching licenses duly issued by the Secretary of Education of Puerto Rico, and shall be appointed by him/her on recommendation of the Secretary of the Family of Puerto Rico.
