In accordance with the provisions of § 52 of this title, the Division of Public Welfare shall, with the approval of the Secretary of the Family of Puerto Rico, prescribe from time to time, when in its judgment it may be necessary, regulations for the admission to and dismissal of children from the institutions, as well as for the organization of all the services, interior government, and administration of the Commonwealth homes under its direction.
