Except as provided above in relation to the Rehabilitation Center for the Adult Blind of Puerto Rico, the buildings belonging to the Commonwealth of Puerto Rico located on the lands of the Loaíza Cordero Institute for Blind Children not in use by said Institute upon the approval of this act, shall be vacated by the agencies now holding them and shall be conveyed to the Loaíza Cordero Institute for Blind Children not later than 90 days from the approval of this act.
