In addition to such buildings as the Commonwealth of Puerto Rico may erect with the amount assigned, any person is authorized to erect with private funds, upon the approval of plans and specifications by the Secretary of Education and the Secretary of Transportation and Public Works of Puerto Rico, buildings dedicated to the use of such school, provided such buildings shall become, for the purposes hereinbefore expressed, the property of the Commonwealth of Puerto Rico.
