The Department, through its authorized representatives, shall inspect each of the establishments and institutions for the care of children that exist in Puerto Rico, at least two (2) times a year, in order to ascertain that they are functioning in accordance with the provisions of §§ 68–78b of this title and the rules and regulations promulgated thereunder.
