Nine (9) members shall constitute a quorum for the Board meetings. The agreements shall be adopted by a majority of the members present. The Board shall hold the necessary regular and special meetings which will be properly summoned. The Board shall adopt the norms and regulations needed for its internal operations and for executing what is provided by this chapter.
