All purchases and contract for supplies and services made by the Program shall be conducted pursuant to the regulations adopted by the Department of the Family for the acquisition of equipment, materials, and non-professional services of the Department.The Administrator shall reserve the right to acquire the formal award in a public bid based on objective and reasonable considerations other than price.
