The agencies to which this chapter refers shall prepare regulations, subject to §§ 2101 et seq. of Title 3, the Uniform Administrative Procedures Act, as amended, to establish the rules and operating parameters of these agencies for the development and implementation of the pilot project to which this chapter refers, which shall be consistent with all the laws and regulations of the Commonwealth of Puerto Rico and the government of the United States of America.
