The Personal Development Programs Interagency Commission is hereby created, constituted by the Secretary of the Department of the Family, the Secretary of the Department of Education, who may designate a fixed substitute from among their Assistant Secretaries when they are unable to attend the meetings of the Commission, the Secretary of Corrections and Rehabilitation, and two representatives from personal development and promotion community organizations, who shall serve for an extendable term of five (5) years.
