This chapter is hereby created for the purpose of establishing the Fund of Opportunities and Access to Essential Services for Persons with Significant Disabilities between the ages of twenty-one (21) and fifty-nine (59) who are neither employable nor able to live on their own. The families or individuals who are eligible for the services covered by this chapter shall not be able to use the voucher to pay for the services to which they qualify in other programs provided by the agencies of the Government of Puerto Rico, including instrumentalities, corporations and municipal governments.
