The purpose of this chapter is to allow the Government of the Commonwealth of Puerto Rico to establish contracts with community, charity, and religion-based organizations, and to allow such organizations to receive certificates or other forms of disbursements under any program described in § 1011(b) of this title under the same basis as with any non-government provider, regardless of the religious character of such an organization, and without minimizing the religious freedom of the assistance beneficiaries that are under such programs.\nHistory —May 16, 2003, No. 131, § 2.
