Persons to whom a license is revoked, suspended or denied may appeal within the term of fifteen (15) days after having been notified of the proper action, before the Board of Appeals created by §§ 68–78b of this title, which shall have jurisdiction on these appeals. Its decisions shall be appealable to the Court of First Instance of Puerto Rico within fifteen (15) days after notice is served to the appellant.
