Licenses granted by the Secretary of the Family shall be nontransferable. To obtain a license, it shall be required to establish an office in the Commonwealth of Puerto Rico, directed by a social worker licensed by the Board of Social Workers of the Commonwealth of Puerto Rico, and to keep physical facilities and adequate and sufficient personnel for the care, nourishment, hygiene, and general welfare of children.
