Any natural or [juridical] person, other than the biological parents, who on the date this act takes effect would have placed a child in a home to be adopted in Puerto Rico without still having filed the petition for adoption before the Court of First Instance, shall notify this fact to the Secretary of the Family. Noncompliance with the provisions of this section may cause disqualification to obtain a license as referred to by this chapter for a term of two (2) years.
