Whenever an administrative hearing is to be held pursuant to this chapter, it shall be chaired by the person to whom the Secretary delegates such function. Proceedings shall be carried out so as to allow the parties to submit all the evidence deemed necessary, introduce witnesses, examine the witnesses of the other party, and argue their cases.
