In any proceedings under this chapter, the minor shall have the right to be heard. The judge may interview him/her in the presence of the Advocate or a social worker of the court. The testimonies given shall be part of the case file. However, they shall not be part of the record and shall remain sealed. The court may admit and consider the written or oral evidence in the statements given outside the court by a minor, and shall assign such evidence the probative value it warrants.
