All laws and rules and regulations relative to the Commonwealth Industrial School for Boys now in force are hereby continued in full force and effect except so far as the same are inconsistent with §§ 101 and 102 of this title or with the provisions of former §§ 2001–2015 of Title 34; Provided, That the Secretary of Health may, with the approval of the Governor of Puerto Rico, from time to time repeal or amend the existing rules and regulations for the government of the institution or establish new rules and regulations therefor.
